New three power naval treaty signed at St James ' s palace . The new three power naval treaty which is to replace the London and Washington treaties when they expire at the end of this year , was signed by Great Britain , France and the United States , at a plenary session of the London Naval Conference in the Queen Anne drawing room of St James ' s Palace . Although only a three power pact , the treaty is being left open for the possible inclusion of Japan , whose delegates recently withdrew from the Conference , and Italy , ' After four month ' s work it has been agreed that the powers should exchange information yearly on proposed naval construction . At the innistence of the United States delegationthe maximum displacement of battleships , at 35 , 000 tons has been maintained , but the calibre of guns is to be 14 '' , a reduction of 2" on the present standard .
