The Zambian and Tanzanian delegates listening to the opening speech by Emperor Haile Selassie at the sixth ordinary session of the Council of Ministers of the Organisation of African Unity in Addis Ababa, February 28th. In his address, the Emperor said that Ethiopia, jointly with Kenya and Uganda, had proposed a session of the Assembly of Heads of State to discuss ways of achieving a united front on Rhodesia. 2nd March 1966.
