Rio De Janiero : The Brazilian Military Chiefs of Staff formed a Military Junta on 31st August , to run the country after a stroke incapacitated President Arthur Da Costa E Silya . The three leaders are , from left to right ; Marshal Marcio De Souza E Mello of the Air Force ; General Aurelio Lira Taveres of the Army and Admiral Augusto Racemaker Gruwald of the Navy . They summoned Vice President Pedro Aleixo here from Brasilia for an emergency meeting of the National Security Council . 8 September 1969 .
