Joseph Chamberlain (1836-1914) leading John Bull (representing the British populace as a whole) inward into the deeper waters of his new Fiscal Policy. The Old-Age Pensions Act of 1908 is often regarded as the one of the foundations of the UK's modern social welfare system and formed part of the wider social welfare reforms of the Liberal Government of 1906-1914. His speech in Glasgow posed the question as to whether "...the county (is) prepared to go a little further?"
