The entrance hall to the Municipal Buildings leads from Calverley Street to the interior staircase hall, an open three storey hall with a double-arched arcade of marble pillars, a stair case on the left and right and a paired arch entrance to a library room, previously the pay room, set within a large arch that is taller than the ground floor. Above the doors is a stained glass segmental light, and above, within the larger arch, is a round panel with a carved scene depicting the tax collector with a border of foliage, and a small roundel on either side. In the foreground is the underside of an arch viewed from the first floor, with continuous roundels with floral designs and richly carved capitals.
