This house is the second major work of architect Jacques Rosenbaum (born 1878 in Haapsalu/Hapsal) - died 1944 in Berlin); who started his art Nouveau buildings right across the street; in 1908; with house Pikk 23/25. His ecclectic style is also called Riga Art Nouveau (German: Rigaer Jugendstil). Facade of Dragon Gallery has two dragons; built by August Volz; and above; two Egyptian women with bare torsos and two Egyptian herms below th roof line.
