Germany; strong rise in unemployment due to the 2nd oil crisis. The Federal Government's Return Assistance Act (November 1983) promotes the return of unemployed "guest workers". Many "guest workers" return to their home countries. The law only affects "guest workers" from states with which the Federal Republic of Germany had concluded a recruitment agreement in the 1950s and 1960s. The financial assistance had to be applied for by June 30; 1984. The law is very controversial due to the high time pressure for the "guest workers" and the unilateral regulations for the payment of pension entitlements.
